Baptism and Church Membership

Bethlehem Baptist has an interesting issue that they have raised. There has been put before their elders an ammendment to the constitution that would allow membership to the church without being baptized by immersion. Basically this would make it possible for those who were baptized as infants to join the church without experiencing believers baptism by immersion. The reasoning is, why would the local church have a 'narrower' gate than the universal church? In other words, if you can be a Christian (beleive the essential tenets of the faith - Justification by faith alone, in Christ alone) then you can be a member of the local church.
